As the ecosystems around ActivityPub and ATproto grow, they face a fundamental challenge: how to offer safe online spaces while decentralising power over the network.
On the Fediverse, moderation is largely volunteer-based, often under significant resource constraints. As communities expand, there is growing recognition that moderation infrastructures will need to evolve beyond individual servers and communities. Shared tools, services, and coordination mechanisms may be necessary to reduce duplicated effort, alleviate moderator burnout, and strengthen resilience against network-wide harms and abuse.
The ATproto ecosystem faces different challenges. While the network is becoming more decentralised, critical moderation functions remain dependent on infrastructure operated by Bluesky, a venture backed US-corporation.
Growing interoperability and cross-protocol bridging have also created new opportunities and new risks. Harmful behaviour moves across networks, making moderation a shared challenge.
This session explores the future of moderation infrastructure across the open social web. Participants will discuss cross-protocol collaboration, governance models for shared infrastructure, sustainable funding mechanisms, and the role of public institutions in supporting the safety of people and the integrity of public discourse.
